IN FOCUS Treasury Sells $121 Billion This Week. The Long Bonds Come Last.The 3-year sold today. Wednesday brings $39 billion of 10-year notes. Thursday brings $22 billion of 30-year bonds. And the biggest long-bond fund walked in bruised: a record 10 straight down days, to a record low. Every major auction since mid-September drew soft bids and pushed yields higher. One strategist expects the 10- and 30-year to need a higher yield to clear. The other camp says high yields pull in natural buyers. Both are plausible. Thursday afternoon settles it. Today's 3-year posed a serious test. Coverage fell from last month. Dealers, who take what others leave, absorbed 11%. Foreign buyers took 58%, their smallest share of any 3-year sale since February. Watch that slice. The US funds roughly a third of its debt abroad, and two of its biggest creditors are cutting. Japan and China have been paring. Japan's July pullback came partly from yen-support selling. One major investor called a creditor who is also an adversary a very difficult dynamic. When big holders trim, everyone else absorbs more and asks for more yield to do it. That pattern has run through every soft sale since September. The Treasury chief says the market sets the price. This week it does, in public, at the long end. That is where the cost of money gets set for AI builders, mortgage holders and Washington itself. SIGNALS IN MOTION SIGNAL 1: France Now Pays More to Borrow Than Greece and Italy. A Bank Chief Wants Hard Measures.France's 10-year borrowing cost passed Greece's and Italy's this week, the crisis countries of 2011. Its spread over Germany topped 140 basis points. The cost of insuring French debt nearly doubled in two weeks. Today's ease to around 4.77% is one day against a months-long trend. The UBS chief invoked 2011 and called for hard measures, not small changes. France's size, he warned, makes it harder to rescue than the periphery ever was. Dalio said France has hit its borrowing limit. Marine Le Pen warned of default. The country that helped backstop 2011 is now priced like the countries it bailed out. This is not a French political story. It is the developed-world debt question reaching the core. This week's US auctions ask the same question of a far deeper market. France has already answered. The answer was not reassuring. The Rating Review Is the Next Hard Moment Moody's reviews France on October 23. If the spread stays wide, that becomes the next forced price. SIGNAL 2: AMD Hit a New Record. AI Agents Revived the Chip Everyone Stopped Watching.Advanced Micro Devices (AMD) closed at a new record high today. Not on GPUs. On agents. Meta's Muse and OpenAI's Dots each need a computer that runs for hours in the background. That is CPU work, and AMD and Intel (INTC) make CPUs. The GPU thinks. The CPU runs. The chip sidelined by Nvidia's dominance became the AI trade's fourth trillion-dollar winner last month. AMD rose 32% in the month through Monday. Intel rose 21%. No megacap tech stock did better. One bank estimated Meta's agent alone could account for a fifth of AMD's chip sales this year. GPU demand sits with a handful of hyperscalers writing enormous checks. Agent CPU demand spreads across every user running one for hours. More users, more units. Cheaper chip, wider market. Real revenue is showing up at a second layer of the stack, even as financing for the first gets harder. What the Rotation Tells You The build is still minting winners as its funding costs climb, and the new demand sits below the layer the debt questions are aimed at. SIGNAL 3: Wall Street Is on Pace for $90 Billion in Profits. The Bonuses Follow.New York's comptroller estimates the securities industry earns more than $90 billion this year from dealmaking, IPOs, AI financing and volatility. The bonus pool is expected to beat last year's record. Paramount closed its $110 billion purchase of Warner Bros. Discovery (WBD) today. The new Skydance entity took on about $52 billion in new debt, a sale that was underwater within hours of pricing last week. The deal closed anyway. Record bonuses and rising yields are one trade seen from two seats. Wall Street earns on deals that need bond buyers. If this week's auctions clear poorly, the next deal costs more.
